Elm Grove's Proposed Sheltered Retirement Apartments for Older People : September 28th Closing D
HIRA this week received an invitation to view online and comment on proposals for the above at 108-110 Elm Grove, Hayling PO11 9EN. Please ensure that you visit the online sites and use the email or freepost address provided or telephone number to obtain hard copies to add your opinions to these proposals as given in their letter to us and quoted below. Always remember that the more feedback all of us make, the better our chances of being listened to:
"Churchill Retirement Living is proposing to redevelop the land at No 108 to 110 Elm Grove, Hayling Island, which comprises 0.3 hectares of land and is located in a sustainable location to local services and facilities.
Specifically the proposals are for:
Approximately 39 no. one and two bedroom private sheltered retirement apartments;
Communal facilities including an owners’ lounge, Car Park and Amenity Space that would be a catalyst for the development of new friendships among owners and stimulate their sense of well-being;
A minimum of 19 no. car parking spaces for residents of the retirement apartments;
A new retail unit with 2 no. one bedroom flats above, along with the associated parking spaces;
A guest suite for overnight visitors and full security systems;
Storage space and charging points for battery powered buggies.
The development follows the guidance given by the Planning Inspectorate and recent pre application discussions with the Local Planning Authority on the recently refused planning application on the site. In addressing the concerns raised by the inspector therefore:
The development has been amended at the western end of the proposed development to address the concerns raised by the inspector, particularly the cramped nature at this part of the site.
Further landscaping has been included in to the development proposals;
A more suitable pedestrian and vehicle access to the development has been
incorporated; and
Parking has been increased."
The letter further states:
"Developments such as these are a passive neighbourly use as residents of such schemes live quietly and make good use of local shops and services. Further, from our studies the proposed development would generate little in the way of traffic as typical residents of sheltered accommodation are 79 years and above in age. Most prospective residents are not car owners, those that are car owners are frequently seeking to relinquish their vehicles, hence the move to sheltered accommodation.
The purpose of this letter is to inform you of an online consultation where you will be able to view the proposed plans. You will be able to provide us with your comments by emailing info@planningissues.co.uk or by completing the feedback form and returning it to us via the freepost address. This letter provides an overview of the proposed development and we welcome any feedback you might have.
